Bourjois Micellar Cleansing Water (Eau Micellaire Demaquillant)
A micellar water is both an oil-based and water-based cleanser.
Oil particles are packaged in micelles in a water-based solution. Micelles are a type of delivery vehicle in skincare (they look like tiny spheres).

I pour a little onto a cotton pad and wipe all over my face. It takes off EVERYTHING. Even stubborn waterproof mascara. And easily, with little effort. After removing my makeup, I cleanse my face using cleanser and water to ensure nothing is left on my skin.
I love this product because it is so effective yet budget-friendly.
Bourjois is a French pharmacy brand (equivalent to an upscale drugstore brand in the U.S.). This is sold in the mass market channel in France. Whenever I visit Paris, I stock up on a few bottles at Monoprix (it’s like our Target). I have not found an equivalent in the U.S. It’s a shame, because this product is so much better than most makeup removers I have tried, which are easily 3-7 times the cost. This costs about $7 USD.
There are other cleansing waters brands sold at Monoprix. They’re all about the same.
