This is a deeply hydrating toner that is more like a gel than a fluid. Call it a thick fluid.

It’s meant to be patted and pressed into skin. You first dispense some into your palms, lightly spread the gel over the fingertips, then press your palms and fingertips into the skin on your face. It’s not meant to be applied directly to skin – that would be too heavy because there are other steps that follow. An emulsion that is moisturizing (they call it a pre-hydrator), serum, and cream-based moisturizer.

Since there are typically many steps in a Korean skin care routine, a pressing application is essential (Sulwhasoo is a Korean line).
